NSP works with the sponsor and designated leaders to define the initiative, intended mission outcomes, critical milestones, stakeholder groups, and questions the diagnostic must inform.

Input may include leadership interviews, a targeted stakeholder questionnaire, selected working sessions, existing program materials, and relevant readiness, adoption, workforce, or performance data. Participant input is analyzed to identify patterns affecting transformation execution. Findings are reported at an appropriate aggregate level and are not designed to evaluate individual leaders or employees. The diagnostic scope, participant groups, confidentiality approach, and intended use of findings are agreed with agency leadership before data is gathered. The CMI® can be tailored to reflect mission sensitivity, workforce composition, labor considerations, stakeholder complexity, and agency-specific data-handling requirements.

FAQs
How is the CMI® different from OCM or a traditional change-management engagement?
The CMI® is a diagnostic — not a change-management program, training curriculum, or communications workstream. It gives sponsors an earlier view of the conditions shaping execution. Agencies with existing OCM approaches can use the CMI® to understand whether those approaches are producing the intended movement and where leadership attention is needed most.
Is the CMI® a survey?
No. The diagnostic may include a targeted stakeholder questionnaire, but it is not a conventional sentiment or engagement survey. It combines multiple forms of data and stakeholder input to evaluate the conditions affecting execution.
Does it replace our existing methodology, PMO, or implementation partner?
No. The CMI® adds an earlier view of momentum to the governance, delivery, performance, and change approaches already in place. It is designed to work with the teams and partners the agency has selected.
Does the entire agency need to participate?
No. NSP works with the sponsor to identify the participant groups and data sources most relevant to the initiative.
Can it be used on a transformation already underway?
Yes. The CMI® can be applied during mobilization, design, implementation, major phase gates, deployment, adoption, and sustainment — as well as across a portfolio of initiatives. It is not limited to transformations that have already stalled.
Can the diagnostic be repeated?
Yes. The CMI® may be repeated at significant milestones to assess movement, identify emerging risks, and determine whether leadership interventions are having the intended effect.
